Adds Busleyden Guard to the Testing & Quality section. It provides an install-free public pull-request consequence preview, a standalone GitHub Action, and a publicly installable GitHub App that map owners, tests, security evidence, and unresolved merge obligations.
For supported Python authentication changes, the installed workflow verifies causal test relevance: the candidate test must pass on the PR and fail against a targeted security-bypass mutation before Guard clears the obligation.
